Where the no-permit pathway stops in Yarra Ranges

Victoria's 2023 reform removed the planning permit for a secondary dwelling of 60m² or less on a residential block over 300m². In most councils that's the end of the question. In Yarra Ranges it's the start of one, because the reform doesn't apply where a bushfire, flooding or other hazard control sits over the land — and across a shire that is mostly forest, farmland and green wedge, those controls are common.

Bushfire Management Overlay. Where a BMO applies, a permit is required and the application carries a bushfire hazard site assessment and a management plan — BAL construction standard, defendable space, water supply and access — which becomes a binding condition of the permit.

Erosion Management Overlay. Common through the hills. It governs cut and fill, and it's the control most likely to move where the dwelling sits.

Environmental Significance and Significant Landscape Overlays. These shape vegetation removal and how the building reads from the street. We check all of them against your address before you spend anything.

What a second dwelling does on a Yarra Ranges block

Blocks here are bigger than anywhere else we build in Melbourne, and that changes what a second dwelling can be — usually there's room for a genuinely separate home with its own outlook and its own entry, rather than a unit squeezed against a boundary.

Families here build for the reasons families build anywhere — a parent who wants to stay close, an adult child who can't buy into the hills they grew up in, a property that should be earning more than it does. What's different is the ground. Slopes, reactive soils and unstable fill stop a conventional slab-on-ground build, and they're why some owners here have already been told no.

Common questions about building in the Yarra Ranges

Do I need a planning permit for a granny flat in the Yarra Ranges?

It depends on what sits over your block. On a residential lot of 300m² or more with no hazard overlay, a secondary dwelling of 60m² or less needs no planning permit under Victoria's 2023 reform. But Yarra Ranges has a high concentration of bushfire management, erosion management, environmental significance and inundation overlays, and any one of them brings the permit back. A building permit is required either way.

My block is in the Bushfire Management Overlay. Can I still build?

Yes, but through a planning permit rather than around it. The application needs a bushfire hazard site assessment and a bushfire management plan, which set your BAL construction standard, defendable space, on-site water supply and emergency vehicle access. Those become conditions of the permit. We arrange the BAL assessment as part of the site report.

What happens if my property isn't on sewer?

Plenty of Yarra Ranges properties aren't. An unsewered block means a septic permit from Council on top of the building permit, and usually a land capability assessment to prove the site can treat and retain the wastewater from an extra dwelling. On steep or small lots that assessment sometimes changes where the dwelling can go, or points to a treatment system rather than a conventional trench.

How much does a granny flat cost in the Yarra Ranges?

Turn-key builds start from $135,000 and flagship designs from $185,500. In the Yarra Ranges there are more site-driven costs than elsewhere — BAL-rated construction, a septic system, extra excavation or retaining on a slope, and statutory fees where a planning permit is needed. All of it is itemised in your written proposal.

How long does the build take?

Construction runs 12 to 14 weeks on site once layouts, finishes and fixtures are signed off. In the Yarra Ranges the approvals stage before that is usually the longer part, because of the overlay assessments and the septic application.
